A 2004 UN University report found that the average PC burned through ten times its own weight in raw material during the manufacturing stage. This means that 75% of the issue here is on the manufacturing process. As most creating exists outside the United States in the shape of hardware such as motherboards, cards and cases then it is clear that a proposition in the United States would only be the beginning. Companies like Dell and Gateway for example should refuse to do business with manufacturers that do not adhere with the preservation of the environment.
